Why is it free?
Because the company that invited you pays for it, per site. Charging you too would mean you build it into your bid, and they pay twice. We'd rather everybody just got to work.

Tell them how their site worked
Once a job starts, tell your client what got in your crew's way: rules that weren't clear, waiting on a permit, a work area that wasn't ready. It goes to them, never into a score.
